University is an educational institution that provides higher (tertiary) education in different subjects and fields. University (as a type of college) is the highest level of school education and has the right to award academic degrees. University provides generally two levels of tertiary education:

  • First stage of tertiary education (ISCED 5)
  • Second stage of tertiary education (ISCED 6)

Across individual countries there is no clear definition of which colleges have the university status. Most countries applies that the university has the second stage of tertiary education (ISCED 6, graduate, doctoral) and beyond education, it has also scientific, research and creative activities. University status is usually also given by the state legislation. Universities may be private and state (part of the public sector).

University education in practice: Organizations require for selected jobs and professions achieving first or second stage of tertiary education as part of the qualification requirements of the applicant.
