The concept of adhocracy anticipates non-bureaucratic, flexible and creative organizational structure, where the organizational structure flexibly transforms according to current tasks, situations and needs of the organization into various forms. Each form is temporary and after the situation, the structure flexibly transforms into another.
The author of the concept is Alvin Toffler (first used in 1970). Henry Mintzberg is one of the propagators. He further developed this concept himself.
Adhocracy in practice: A problem of this concept is, that while it describes what should be done, but it does not give a precise methodology to achieve this. At the core of the concept is flexible organizational culture rather than sophisticated formal organizational structure.
